What is BPSC? Bihar Public Service Commission — Complete Overview 2026
The Bihar Public Service Commission (BPSC), headquartered in Patna, is the state-level constitutional body established under Article 315 of the Indian Constitution to conduct recruitment examinations for Group A and Group B gazetted posts in the Bihar State Government. BPSC is among India's most significant state public service commissions, serving a state with a population of over 12 crore — the third most populous state in India.
BPSC conducts the Combined Competitive Examination (CCE) — popularly known as the BPSC exam — which is Bihar's equivalent of the UPSC Civil Services Examination. Successful candidates are appointed to coveted positions including Sub-Divisional Officer (SDO), Deputy Superintendent of Police (DSP), Block Development Officer (BDO), and approximately 30+ other state administrative, police, and revenue services.

BPSC SDO & DSP — Career Progression Path
SDO → DM: SDOs are promoted to District Magistrate (DM) after 8–12 years of service, making them the administrative head of an entire district. DM salary reaches Level 13–14 (₹1,23,100–₹2,15,900 basic pay).
DSP → SP: DSPs are promoted to Superintendent of Police (SP) and eventually to Additional DGP level, managing law enforcement across large areas of Bihar.
Job Security: BPSC posts carry full constitutional protections — cannot be removed without a departmental inquiry process, pension (NPS), medical facilities, and government accommodation in many posts.
Social Status: BPSC posts, particularly SDO and DSP, carry significant social recognition in Bihar. SDO holds magisterial powers and is a senior executive authority in a sub-division.
💰 Total Compensation (SDO Example): Basic Pay ₹53,100 + Dearness Allowance (~46% = ₹24,426) + HRA (~24% = ₹12,744) + Transport Allowance (~₹3,600) + Other allowances = approximately ₹94,000–₹1,10,000/month gross. After standard deductions (NPS contribution 10% = ₹5,310, Income Tax, etc.), in-hand is approximately ₹75,000–₹90,000/month depending on city of posting.
Age is calculated as on August 1 of the year of application for each CCE. Always verify the exact cut-off date in the current BPSC notification.
Educational Qualification
Minimum: Bachelor's degree (any stream) from a university recognised by the UGC/AIU.
Final Year: Candidates appearing in final year examinations can apply provisionally. Degree must be completed before document verification.
Post-specific requirements: Certain posts require specific degrees — e.g., Finance Executive (B.Com/CA/MBA Finance), Medical Officer (MBBS), Engineering roles (B.Tech). Check post-specific eligibility in the notification.
Domicile & Other Requirements
Bihar Domicile: Candidates from the SC/ST/BC/EBC reserved categories must be domicile of Bihar to claim reservation benefits. General candidates from all states can apply.
Character: Must be of good moral character as verified by the police character certificate.
Physical Standards: For DSP post, minimum height and physical fitness standards apply. Male DSP candidates: height 165cm (SC/ST: 160cm), chest 84cm (unexpanded). Female DSP: height 155cm.
Marital Status: No restriction on marital status. Candidates with more than two living children after a specified date may face restrictions under Bihar government policy for certain posts.
BPSC 2026 Preparation Strategy 2026 — Month-wise Study Plan & Best Books
BPSC preparation requires a unique dual focus — thorough coverage of Bihar-specific content PLUS national-level GS topics. Unlike UPSC where deep analysis is paramount, BPSC rewards comprehensive coverage and speed (Prelims: 150 questions in 120 minutes = 48 seconds per question).
Geography: NCERT Class 6–12 + Certificate Physical Geography
Economy: Ramesh Singh (basic chapters)
Science: NCERT Class 8–10
📚 Best Books — Mains
GS Paper I: Bipin Chandra (India's Struggle for Independence)
GS Paper II: Economic Survey Bihar + Indian Economy
Essay: Practice from BPSC previous papers
Optional (Geography): NCERT + Majid Husain
Optional (Pub. Admin.): M.P. Sharma, Mohit Bhatt
Current Affairs: Drishti IAS BPSC Compilation
BPSC Topper Strategy — Key Insights
Bihar-specific content is your differentiator: Most BPSC toppers attribute 40–50% of their Prelims score to Bihar History, Geography, Economy, and Polity — topics that non-Bihar candidates often neglect. Invest maximum time here.
Negative marking in Prelims matters: With 0.25 negative marking, attempting 130–140 questions confidently is better than attempting all 150 with guesses. BPSC Prelims cut-offs are typically 55–70% of attempted questions — accuracy over quantity.
Optional subject selection is critical for Mains rank: Choose an optional where you have genuine interest AND Bihar-specific overlap. Geography toppers consistently score 200+/300 in BPSC optional. Public Administration also scores high.
Current affairs of Bihar: BPSC Mains GS Paper II particularly rewards awareness of recent Bihar developments — Jal Jeevan Mission, Bihar's economic data, PMEGP in Bihar, disaster management (floods). Compile Bihar-specific current affairs monthly.
Answer writing for Mains: BPSC Mains is subjective — examiner-centric writing. Use structured answers: Introduction → Body (multiple paragraphs) → Conclusion. Include data, examples from Bihar, recent developments. Practice 3-hour timed answer writing sessions.

Preparation overlap
~60–70% syllabus overlap — BPSC preparation helps UPSC Prelims, and UPSC preparation is invaluable for BPSC Mains depth
Can You Prepare for Both BPSC and UPSC Simultaneously?
Yes — and it is a widely recommended strategy for Bihar aspirants. The GS syllabus for BPSC Mains (GS Paper I and II) overlaps significantly with UPSC Prelims and Mains GS papers. The key additional investment for BPSC is Bihar-specific content, which takes 1–2 months to cover thoroughly and does not distract significantly from UPSC preparation.
The most successful strategy observed among Bihar toppers: UPSC as the primary target, BPSC as the parallel fallback. UPSC preparation provides more than enough depth for BPSC Mains GS. Adding Bihar-specific content (Bihar History, Geography, Economy, Polity) and 1 optional subject preparation creates a complete BPSC Mains preparation without significant extra effort beyond UPSC preparation.
✅ Smart Strategy: If you clear BPSC before UPSC, you gain: (1) Income and financial stability to continue UPSC preparation without pressure; (2) Real administrative experience that strengthens your UPSC interview; (3) Understanding of governance ground realities that enriches your UPSC answer writing. Many IAS officers served as BPSC SDOs before eventually clearing UPSC.
The BPSC Interview (Personality Test) carries 120 marks out of the final 1020 marks, but its importance extends beyond the marks — it determines which post you are allocated (SDO, DSP, BDO, etc.) and whether you receive your preferred department. Understanding the BPSC interview structure deeply helps you maximise your performance.
BPSC Interview Board Structure & Process

BPSC Interview Preparation — Key Do's and Don'ts
✅ Interview Do's
Know your DAF (Detailed Application Form) thoroughly: Every detail in your DAF is interview material — hobbies, district, college, optional subject, past employment
Know your district inside out: History, geography, major industries, famous personalities, current problems, development projects in your home district
Read Prabhat Khabar for the past 3 months: Bihar news is interview priority — floods, government schemes, crime statistics, development projects
Know the Bihar government's key schemes: Saat Nischay, Har Ghar Bijli, Jal-Jeevan-Hariyali, Bihar Student Credit Card, Mukhyamantri Kanya Utthan Yojana
Speak with confidence and clarity: Hesitation is penalised more than honest "I don't know" answers
Prepare mock interviews: Practice with Drishti IAS or Vision IAS mock interview panels
❌ Interview Don'ts
Don't lie or exaggerate: Interview board has years of experience detecting inconsistencies
Don't be confrontational: Even if you strongly disagree with a board member, express disagreement respectfully ("With due respect, I see it differently because…")
Don't speak ill of political parties or living politicians: BPSC interviewers avoid political controversy — so should you
Don't use too many English terms in a Hindi interview: Frequent code-switching signals nervousness
Don't appear only bookish: Show practical understanding — how would this policy work on the ground?
Don't neglect your optional subject: 2–3 deep questions on optional subject are standard — prepare to explain key concepts clearly
⭐ BPSC Interview High Scorer Tip: Candidates who score 90+/120 in BPSC interviews consistently demonstrate three qualities: (1) Deep knowledge of their home district's specific issues and ongoing projects; (2) Practical governance orientation — answers that show how they'd handle real on-ground administrative challenges; (3) Conviction in their choice of BPSC over other career options, backed by specific reasons related to Bihar's development goals.

BPSC Centre Allocation — Exam Centres Outside Bihar
For candidates residing outside Bihar, BPSC provides exam centres in major cities including Delhi, Kolkata, Ranchi, Varanasi, and Allahabad/Prayagraj. Centre preferences are selected at the application stage — fill these carefully as changes are rarely allowed post-submission. Candidates who apply from outside Bihar but claim reserved category must ensure their caste certificate is issued by the Bihar government competent authority (not other state authorities).
BPSC Mains is a subjective examination where your ability to write well-structured, content-rich answers directly determines your rank. Unlike UPSC where analytical depth is paramount, BPSC rewards candidates who demonstrate comprehensive factual knowledge with good organisation and clarity. Understanding what BPSC examiners look for is essential.
Ideal BPSC Mains Answer Structure
For a 15-mark question (expected ~200 words) in BPSC Mains:

BPSC 2026 — Frequently Asked Questions
What is the BPSC CCE cut-off for 2024–25?
BPSC Prelims cut-off varies annually based on difficulty level and number of vacancies. Typical trend: General category: 90–105 marks (out of 150); BC/EBC: 82–95 marks; SC/ST: 72–88 marks; Women (General): 80–95 marks. For BPSC 69th CCE: General cut-off was approximately 93 marks. These are indicative — official BPSC cut-off is published after result declaration on bpsc.bih.nic.in. For Mains, final merit cut-off varies by post and year, typically 560–680+/1020 for SDO/DSP level posts.
How many attempts are allowed in BPSC?
BPSC does not impose a specific limit on the number of attempts for CCE. As long as the candidate meets the age eligibility criteria for the respective notification, they can apply. However, the practical limit is determined by the upper age limit — a General category male candidate can apply from age 20 to 37, giving approximately 3–5 realistic attempts considering BPSC releases a new CCE every 1–2 years.
Can students from outside Bihar apply for BPSC CCE?
Yes. Any Indian citizen who holds a Bachelor's degree from a recognised university can apply for BPSC CCE regardless of their home state. However, candidates from outside Bihar cannot claim reservation benefits (reserved category seats are only for Bihar domicile candidates in BC/EBC/SC/ST categories). They compete in the General category. Many candidates from UP, Jharkhand, Delhi, and other states appear for BPSC as it is considered a significant state service exam.
Is BPSC Prelims easier than UPSC Prelims?
BPSC Prelims is generally considered less difficult in terms of analytical depth compared to UPSC Prelims, but the Bihar-specific content makes it distinctly challenging for candidates without Bihar background. BPSC Prelims has a higher cut-off percentage (60–70% of total marks) compared to UPSC Prelims (40–50%), which means less room for error. The 2-hour window for 150 questions requires speed in addition to accuracy. Candidates who clear UPSC Prelims generally find BPSC Prelims manageable, but BPSC-specific candidates must prepare Bihar content thoroughly.
What is the role of an SDO in Bihar? Why is it a top BPSC post?
The Sub-Divisional Officer (SDO) is the executive head of a sub-division — an administrative unit smaller than a district but larger than a block. In Bihar's 38 districts, each has 3–5 sub-divisions. SDO powers include: magisterial powers (arrest warrants, preventive detention under CrPC), revenue administration (land records, mutation), licensing (arms, cinema, explosives), disaster management coordination, election duty (crucial in Bihar), and chairmanship of sub-divisional committees. The post represents direct administrative authority over 3–5 lakh citizens, making it one of Bihar's most prestigious and influential government positions.
How is BPSC 70th CCE different from BPSC 72nd CCE?
BPSC 70th CCE (notification 2024) was for approximately 1957 vacancies across various Group A and Group B posts. Prelims and Mains were conducted in 2024, with interviews expected in 2025. BPSC 72nd CCE is a new examination cycle expected to be notified in 2025 with fresh vacancies. Each CCE is independent — results of 70th CCE do not carry over to 72nd. Candidates must apply fresh for each CCE. The syllabus, exam pattern, and application process remain broadly the same across CCE editions, but the number and type of vacancies change each year based on Bihar government's recruitment needs.
What documents are needed for BPSC document verification?
BPSC document verification (after Interview) typically requires: (1) Original mark sheets of Class 10, 12, and graduation; (2) Caste/Category certificate (for reserved category — issued by Bihar government competent authority); (3) Domicile certificate (if applicable); (4) Birth certificate or Class 10 certificate showing date of birth; (5) Character certificate from head of last educational institution; (6) Income certificate for EWS category; (7) PwD certificate if applicable; (8) Ex-serviceman certificate if applicable; (9) NOC from current employer if working in government. Photocopies of all originals and passport-size photos (same as application photo) are also required.
Why is my BPSC photo getting rejected?
The most common BPSC photo rejection reasons are: (1) File size above 100KB — most phone photos are 2–5MB, far too large; (2) Wrong pixel dimensions — submitting 200×200 (square) instead of 200×230; (3) Wrong format — submitting PNG or HEIC instead of JPEG; (4) Coloured background instead of white; (5) Face not clearly visible or photo blurry; (6) Photo more than 6 months old. Our BPSC Photo Resizer above fixes all technical issues automatically — it resizes to exact 200×230px and compresses to under 100KB in one step.
